Types of Higher Education Institutions in Germany 2025

In Germany, there are universities, universities of applied sciences, art and music universities, cooperative universities, theological universities, and universities of applied sciences for public administration.

Universities

Universities in Germany are institutions that primarily focus on theoretical and academic education (Ausbildung). They offer a broad range of study programs, including language and cultural studies, law, natural sciences, medicine, agriculture and forestry, economics, social sciences, nutritional sciences, and engineering. Students at universities can freely choose their minors and are responsible for organizing their study plans.

Universities of Applied Sciences

Universities of Applied Sciences offer a more practice-oriented education (Ausbildung). They often include mandatory internships or practical semesters in their curriculum. The classes are more structured, with smaller seminars and fewer large lectures. Students can study many subjects, but language and cultural studies are generally not offered. For enrollment, students need to have the entrance qualification for universities of applied sciences.

Cooperative Universities

Cooperative universities, also known as dual universities, offer dual study programs that combine practical training (Ausbildung) in a company with an academic education (Ausbildung) at a higher education institution. During the academic year, theory and practical phases alternate, allowing students to gain hands-on experience alongside their studies. These programs usually start in September or October.

Art and Music Universities

If you wish to study music, art, film, or acting, you can enroll at one of the many art and music universities in Germany or at specialized institutions for film, television, or theater. These schools often require applicants to pass an entrance examination, and many require a high school diploma. However, some institutions may make exceptions for particularly gifted students without a diploma.

Theological Universities

Theological universities in Germany are exclusively focused on theology and are usually operated by a church. If you want to become a clergy member, you must attend a theological university that aligns with your denomination.

Universities of Applied Sciences for Public Administration

Universities of Applied Sciences for Public Administration train administrative employees for financial administration, police, and other public institutions. Theoretical education (Ausbildung) occurs at the universities, while practical training takes place in various authorities. Students receive a salary during their studies and are not eligible for federal student aid. Admission is through the authority where one wishes to work, not directly through the university.
