Requirements for the First Application
A first application for housing benefit can be submitted if the applicant has rented their own apartment and does not receive any other priority benefits such as vocational training allowance (BAB) or BAföG. The applicant must have their main residence in Germany and bear the rental costs themselves.
Required Documents
The following documents must be submitted for the first application for housing benefit:

- Rental agreement and current proof of rental payments
- Income statements from the last three months
- Proof of vocational training (e.g., vocational training certificate or training contract)

Application Review
After the first application is received, the housing benefit office checks the eligibility requirements and the completeness of the submitted documents. If documents are missing, the applicant will be asked to provide them within a certain period. A quick processing time is only possible if the application is complete.
Processing Time and Approval Notice
The processing time for a first application usually takes four to six weeks. After successful review, the applicant receives an approval notice that specifies the amount of the granted housing benefit and the period of approval. The housing benefit is paid retroactively from the month of application submission.
Validity of the Approval Notice
The first approval period typically lasts twelve months. After this period expires, a renewal application must be submitted if the entitlement to housing benefit still exists. The renewal application should be submitted in good time before the current notice expires.
Reporting Changes
While receiving housing benefit, the applicant is obliged to inform the housing benefit office of any changes in their personal or economic circumstances. This includes changes in income, a move, or the completion of vocational training. Delayed reporting may result in the unjust recovery of overpaid housing benefit.
