Basic Rule: No Entitlement with Permanent Residence Abroad
Individuals who reside permanently abroad and have their center of life there are generally not eligible for funding. This regulation applies regardless of nationality. Bafög aims to support trainees who have their permanent residence in Germany and are completing their vocational training (Ausbildung) here.
Exceptions: Eligibility for Bafög with Residence Abroad
In certain exceptional cases, individuals with residence abroad may be eligible for Bafög. These exceptions include:
- Commuters: Individuals living in a neighboring country to Germany and completing their vocational training (Ausbildung) in Germany may be eligible for support under specific conditions. A prerequisite is that the applicant can demonstrate a strong connection to Germany, for example through permanent employment or regular commuting.
- Temporary Residence Abroad: Individuals who are only temporarily abroad, such as for an internship or a study semester, retain their eligibility for Bafög as long as their center of life remains in Germany.
- Family Members of Germans Working Abroad: Children of German nationals temporarily working abroad can also apply for Bafög if they are completing their vocational training (Ausbildung) in Germany.
Funding of Vocational Training (Ausbildung) Abroad
Individuals with their permanent residence in Germany can also receive funding for stays abroad during their vocational training (Ausbildung). In such cases, so-called foreign Bafög is granted, which is specifically intended for study semesters, internships, and entire vocational training (Ausbildung) abroad. However, the entitlement to foreign Bafög requires that residency in Germany is maintained.
Documentation Required for Residence Abroad
For the application of Bafög with residence abroad, specific documentation is necessary. This includes:
- Proof of registration or residency in the foreign country.
- Evidence of the training institution in Germany.
- If necessary, proof of the connection to Germany, such as through regular visits, employment or family ties.
Importance of the Residence Regulation
The residence regulation ensures that Bafög primarily benefits individuals living in Germany completing their vocational training (Ausbildung) here. However, the exceptions allow for support of individuals with a close connection to Germany or special life situations to ensure equal opportunities.
